What you'll do

  • Provide technical expertise for evaluations of counterterrorism, law enforcement, border security, security cooperation, and related foreign assistance programs.
  • Support evaluation design, data collection planning, interview protocol development, and analysis.
  • Participate in key informant interviews, document reviews, and fieldwork activities, as needed.
  • Review and validate evaluation findings, conclusions, and recommendations.
  • Contribute to written evaluation reports, briefing materials, and presentations for U.S. Government stakeholders.
  • Advise evaluation teams on technical trends, emerging issues, and best practices within assigned subject-matter areas.

What they require

  • Experience supporting, implementing, advising, or evaluating U.S. Government-funded programs.
  • Experience working with U.S. Department of State, Department of Defense, Department of Homeland Security, Department of Justice, or partner-nation security institutions.
  • Demonstrated analytical writing and briefing skills.
  • Strong interpersonal skills and ability to engage senior government stakeholders.
  • Active SECRET security clearance required.
  • Minimum 15 years of professional experience in one or more of the following areas: Countering the Financing of Terrorism (CFT), Border Security, Aviation Security, Watchlisting and Screening, Investigations and Intelligence, Counter-IED / EOD, Counter-UAS / UAS, Crisis Incident Management, Counterterrorism Prosecutions and Detentions, Corrections and Prison Intelligence, Security Sector Assistance or Security Cooperation.
  • Preferred: Experience supporting evaluations, assessments, monitoring activities, or lessons-learned efforts.
  • Preferred: Experience working in fragile, conflict-affected, or high-risk environments.
  • Preferred: Experience with U.S. foreign assistance, security assistance, or international capacity-building programs.
  • Preferred: International field experience supporting security, law enforcement, justice, or counterterrorism initiatives.
  • Preferred: Foreign language skills relevant to international environments.
