POSITION SUMMARY:
The Project Controls Analyst (PCA) is responsible for coordinating the Project Team in the preparation and set-up of the Budget , Cost Control, Cost reporting and Change Management. He’s responsible for the timely update of the Cost Control System and all cost related tools, as well as of variance analysis, progress tracking, and change management of their assigned project.
The PCA is intended to perform the activities assigned in autonomy but in continuous coordination with the Project Team.
ESSENTIAL JOB FUNCTIONS:
Job duties will include but not be limited to the following:
The PCA will coordinate the Project Team in the activities of Budget Management, Cost Control, Forecasting and Change Management, as well as other cost control related activities on one or more design & construction projects. The Sr. PCA will:
Drive the development and maintenance of Project Budget, since the inception of the Project throughout the end, including all changes due to Contract Change Orders or Scope related Budget Transfer
Prepare, maintain, update daily/weekly/monthly & review of Cost Control System.
Prepare, maintain, update & review of Progress Measurement, Monitoring and Reporting System
Drive the daily/weekly/monthly update of the ETC and EAC and all time and cost control related tools (Procurement Plan, Staffing Plan, GR Plan), utilizing information provided by the Project Team
Drive the development, update and timely maintenance of the Cost Control System utilizing information provided by the Project Team
Analyze, evaluate the forecast, and its comparison with the Current Budget; analyze and report variances
Analyze, evaluate the performance from Subcontractors in case of Time and Materials Cost Plus Agreement and self-performing resources (if applicable)
Analyze and approval/revise/reject of the Subcontractors payapps and Suppliers’ invoices
Analyze, evaluate and assess any design related or field related change order request from Subcontractors
Analyze, evaluate and assess, any design related or field related change order request to the Client
Report Forecast vs Budget status to all levels of the project team and company management and to the client
Coordinate the Owner Billing timely preparation and issuance
Attend OAC review meetings at project locations (available to travel within the USA).
Perform other responsibilities associated with this position as may be appropriate.
EDUCATION AND WORK EXPERIENCE REQUIREMENTS:
- 3-10 years of relevant work experience
- Bachelor's Degree in Engineering, Construction Management, or a related field
- No professional license is required, but a certification from PMI or AACE is a plus
- Intermediate or Advanced skills with Microsoft Office (i.e. Excel, Word, PowerPoint)
- Hands-On experience in using Project Management System (i.e. Procore, Unifier)
- Knowledge of Accounting Systems (Oracle Fusion, Vista, SAP)
- knowledge of Scheduling Software (Primavera P6 EPPM or Oracle Primavera Cloud; ASSTA, Microsoft Project) is plus
- Intermediate or advanced knowledge of Risk Analysis techniques
- Experience in large industrial construction projects preferred.
- Proven ability to manage multiple projects/activities in a dynamic fast paced environment.
- Strong attention to detail and data accuracy.
- Good analytical and problem-solving skills.
- Effective written and verbal communication skills.

- Job site based with frequent visit to the Construction Field; might be Office based for short time periods
- When visiting jobsites, the work environment involves some exposure to hazards or physical risks, which require following basic safety precautions
- This work environment may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors and/or loud noises

What you'll do
- Coordinate the Project Team in budget management, cost control, forecasting, change management, and other cost control activities on one or more design and construction projects.
- Drive development and maintenance of the project budget from inception through project end, including changes due to contract change orders or scope-related budget transfers.
- Prepare, maintain, update daily, weekly, and monthly, and review the cost control system.
- Prepare, maintain, update, and review the progress measurement, monitoring, and reporting system.
- Drive daily, weekly, and monthly updates of ETC, EAC, and all time and cost control related tools, including procurement plan, staffing plan, and GR plan, using information from the Project Team.
- Drive development, update, and timely maintenance of the cost control system using information from the Project Team.
- Analyze and evaluate forecasts, compare them with the current budget, and analyze and report variances.
- Analyze and evaluate subcontractor performance for Time and Materials Cost Plus Agreements and self-performing resources, if applicable.
- Analyze and approve, revise, or reject subcontractor pay applications and supplier invoices.
- Analyze, evaluate, and assess design-related or field-related change order requests from subcontractors.
- Analyze, evaluate, and assess design-related or field-related change order requests to the client.
- Report forecast versus budget status to all levels of the project team, company management, and the client.
- Coordinate timely preparation and issuance of owner billing.
- Attend OAC review meetings at project locations and be available to travel within the USA.
- Perform other responsibilities associated with the position as appropriate.
- Oversee and optimize workforce to ensure on-time delivery, efficient resource utilization, and high service levels for budget setup, cost control, cost reporting, and change management.
- Lead the Project Control team on an assigned project.
- Coordinate with operations and stakeholders.
- Implement systems and processes to balance demand and capacity.
- Perform assigned activities autonomously while continuously coordinating with the Project Team.
- Coordinate a team of PCA and Jr. PCA depending on project size and complexity.
- Coordinate the Project Team in Budget Management, Cost Control, Forecasting, Change Management, and other cost-control-related activities on one or more design and construction projects.
