What you'll do

  • Drive full lifecycle of international government programs: contract kickoff, solution delivery, POC execution, operational deployment, and ongoing support
  • Translate signed contracts into executable program plans with defined milestones, deliverables, ownership, and accountability
  • Manage scope, schedule, budget, and technical risk across multiple concurrent programs in diverse regulatory and operational environments
  • Ensure contract deliverables (documentation, reporting, invoicing, compliance) are completed accurately and on time
  • Serve as primary point of contact for international government customers, building direct relationships with decision-makers
  • Aligned across internal teams: Legal, Financial, Product, Engineering, and Customer Success
  • Drive international procurement processes, contracting norms, cultural expectations, and compliance requirements
  • Manage relationships with external partners, subcontractors, and integrators
  • Lead pre-sale support: deal reviews, POC scope, and technical/financial analysis
  • Report program health, risks, and progress to senior leadership on a regular cadence
  • Build and maintain program tracking, governance frameworks, and reporting standards

What they require

  • 8+ years of hands-on program or project management experience delivering complex technical programs for/with international government customers
  • Direct delivery responsibility (not advisory/consol)
  • Direct experience working with government agencies outside the US: national meteorological services, defense ministries, civil aviation authorities, disaster management agencies
  • Track record of personally owning and delivering programs end-to-end in environments without institutional support
  • Proven ability to manage multiple concurrent programs across different countries, time zones, and regulatory frameworks
  • Strong cross-functional influence — able to achieve results through engineering, science, legal, product
  • Excellent communication skills in English (written and spoken)
  • Willingness to travel internationally (remote-based but in-country presence required when customer relationships demand)
  • Plus: Experience with weather, climate, earth observation, or environmental monitoring technologies
  • Plus: Familiarity with SaaS or Data-as-a-Service delivery in a government context
  • Plus: Experience with solicited and unsolicited procurement paths in international government markets
  • Plus: Commercial accounting: deal economics, pricing structures, contract negotiation
  • Plus: Additional relevant languages (Spanish, Portuguese, Thai, Bahasa, French)
  • Plus: High-growth startup environment experience
