Senior business development and strategic partnerships consultant for U.S. public health data modernization, HIE, AI-assisted analytics, and performance measurement. Needs 8+ years relevant experience, 4+ years in consulting, people/project leadership, a relevant master’s degree, and an established network in state/provider health data systems. What you'll do

  • Serves as Account Manager and/or Practice Lead.
  • Contributes in a technical and advisory role.
  • Offers strategic direction and quality oversight.
  • Handles relationship management and stewardship.
  • Minimal project management; instead managing accounts, staff, and practice/service areas.
  • Minimal project & account management; Minimal support of management responsibilities.
  • Supervises Associates, Senior Associates, Consultants, and Senior Consultants.
  • Manages projects to exemplary client satisfaction.
  • Recognizes business opportunities with existing clients and works with leadership to pursue.
  • Pursues and closes new business with existing clients.
  • Proactively support the outreach and sourcing of new clients.
  • Sources RFPs of interest and leads proposal development.
  • Participates in pitching of new business.
  • Maintain a consistent external presence (LinkedIn, newsletters, relevant forums) on behalf of BME relating to health data systems.
  • Coordinate with BME’s BD team, MEQI practice and firm leadership on priorities, pipeline status, and resourcing needs; own day-to-day pipeline tracking and opportunity identification across public health data modernization, AI-assisted analytics, HIE integration, and RHTP-aligned evaluation and TA.
  • Bring qualified opportunities to BD colleagues, MEQI practice and firm leadership go/no-go review and technical shaping.
  • Coordinate with BME's marketing communications function on case studies, capability briefs, and external messaging; maintain a consistent external presence on behalf of BME’s service offerings in health data systems support.
  • Other duties as assigned in support of BME's mission and growth priorities.
  • Build and maintain a network of clients, prospective primes, and partner organizations across public health data modernization, HIE, AI-assisted analytics, and RHTP-aligned technology.
  • Steward and deepen BME's existing strategic partnerships relevant to health data systems; identify and cultivate additional values-aligned partnership candidates.
  • Support teaming discussions and early-stage subcontract conversations, in coordination with MEQI practice and firm leadership.
  • Identify, plan, and staff conference attendance and speaking opportunities relevant to health data systems (e.g., HIMSS, PHII Data Summit, NACCHO, ASTHO, state-level health IT forums).
  • Represent BME in venues where relationship-building and visibility are the primary goal.
  • Coordinate with MEQI practice and firm leadership to identify speaking opportunities suited to their technical expertise, and support their conference logistics.

What they require

  • Minimum 8 years relevant experience in business development, strategic partnership, or client relationship management in health IT, public health consulting, or a closely adjacent sector required, (10+ years preferred), including at least 4 years in a consulting firm environment.
  • Minimum of 4 years people management experience, with a minimum of 3 years project management/leadership experience.
  • Master’s degree in Public Health, Epidemiology, Health Policy, Health Informatics, Biostatistics, or a closely related field required.
  • Minimum 5 years client-facing experience, including 2 or more in project leadership roles.
  • Demonstrated network in one or more of the following: state public health data modernization, health information exchange (HIE), CDC PHIG or RHTP-aligned technology, or AI-assisted analytics for health agencies.
  • Experience navigating state government procurement environments and multi-party teaming structures.
  • Track record of converting relationship presence into qualified pipeline and eventual contract awards.
  • Experience working in or alongside technical consulting teams without holding technical ownership of the work.
  • Exceptional interpersonal and communication skills; able to build credibility quickly with both public health and health IT audiences.
  • Strong written communication skills for BD materials, capability briefs, and external-facing content.
  • Disciplined pipeline management: able to qualify, prioritize, and hand off opportunities rather than accumulating volume.
  • Comfortable operating without direct authority over technical experts.
  • Familiarity with public health data systems, HIE landscapes, and federal data modernization frameworks (e.g., PHIG, TEFCA, RHTP technology requirements).
  • Working knowledge of how AI and analytics tools are being adopted in state and local public health settings.
  • Understanding of state government procurement processes and the teaming dynamics common in public health consulting.
  • Ability to work independently and as part of a team in a fast-paced consulting environment.
  • Comfortable working across multiple BME teams with distinct priorities.
  • Alignment with BME’s shared values.
  • This is a full-time position based in a home office environment within the U.S.
  • This role may require occasional travel to client sites, conferences, or meetings as required.
