What you'll do

  • Lead response and recovery assignments involving Individual Assistance, mass care, housing, human services, and survivor support.
  • Serve as a subject matter expert, project manager, program coordinator, task lead, or field operations lead.
  • Translate client and incident priorities into work plans, staffing, schedules, deliverables, and performance measures.
  • Mobilize and supervise field teams while monitoring operations, quality, risks, budgets, documentation, and corrective actions.
  • Provide technical and operational guidance on FEMA Individual Assistance and related survivor-service programs.
  • Plan and coordinate mass care, emergency assistance, temporary housing, case management, and other human services.
  • Advise clients on program design, eligibility, workflows, documentation, quality assurance, and service coordination.
  • Use a survivor-centered approach to address access, equity, privacy, resource gaps, and emerging needs with community partners.
  • Build trusted client relationships and advise on preparedness, response, recovery, and human services operations.
  • Facilitate planning sessions, briefings, stakeholder meetings, training, exercises, and executive updates.
  • Develop and review plans, procedures, reports, assessments, and recommendations for technical accuracy and usability.
  • Manage priorities, quality, deliverables, and lessons learned in fast-changing environments.
  • Identify client needs, opportunities, and partnerships that grow ACDC’s Individual Assistance and human services portfolio.
  • Develop relationships and advance qualified opportunities through the business development pipeline and capture process.
  • Serve as a technical writer, reviewer, and subject matter contributor for proposals, qualifications, and scopes of work.
  • Represent ACDC in client and industry forums and coordinate growth activities with operational and corporate teams.
  • Manage operation functions as advanced-level subject matter expert in multiple focus areas of emergency management, including overall responsibility for projects of any size.
  • Interpret policies to provide expert advice and ensure high quality deliverables.
  • Participate in the formulation of business goals, plans, and strategy.
  • Provide guidance and create opportunities for mentorship engagement with consultant levels.
  • Manage complex portions of projects of all sizes as advanced subject matter expert.
  • Ensure all aspects of assigned projects are completed as outlined in the scope of work and timeline.
  • Supervise and mentor all levels of consultants.
  • Attend, participate, and lead individual and group scheduled meetings and events.
  • Respond, engage, and initiate other company communications as appropriate.
  • Lead and directly engage with clients at conferences and networking events.
  • Design materials for information sessions with communities and clients, and present at speaking engagements.
  • Participate in all aspects of business development, including reviewing, evaluating, and responding to proposals and data calls.
  • Support creation, updating, and distribution of company marketing materials and capabilities statements based on subject matter expertise.
  • Build and maintain relationships with teaming partners and clients.
  • Identify and pursue potential opportunities to expand on current client contracts or enter into new contracts.
  • Learn client contractual specifics and limitations to make effective recommendations on the forward path of projects.
  • Stay up to date on industry developments.
  • Attend and participate in assigned job-related training opportunities.
  • Organize, coordinate staff, and lead training events and information sessions.
  • Make decisions and exercise judgement on assigned projects.
  • Perform quality control review procedures over work performed by other consultants and over client-provided documents.
  • Maintain currency of and compliance with applicable state and federal policies, procedures, and guidance documents.
  • During a disaster, you may be called into the field to support or co-lead relief efforts.

What they require

  • Bachelor’s degree in emergency management, public administration, social work, human services, public health, business, or a related field; relevant additional experience may be considered in lieu of a degree.
  • 7+ years of progressively responsible experience in emergency management, disaster response or recovery, human services, humanitarian operations, mass care, housing, or Individual Assistance.
  • 3+ years of experience leading projects, programs, workstreams, or operational teams.
  • Demonstrated experience supporting disaster survivors and coordinating with state, local, tribal, territorial, federal, nonprofit, faith-based, community, or private-sector partners.
  • 3+ years of experience developing operational plans, procedures, reports, briefings, or other client content.
  • 3+ years of experience contributing to proposals, capture activities, client development, or growth initiatives.
  • 3+ years of experience executing or working in incident, emergency operations, disaster recovery, or similarly time-sensitive environments.
  • Advanced knowledge of Individual Assistance, mass care, housing, human services, and survivor-support operations.
  • Working knowledge of FEMA programs, the National Response Framework, ESF #6, NIMS, and incident management structures.
  • Ability to lead field teams and manage projects, schedules, budgets, risks, deliverables, and expectations.
  • Strong facilitation, technical writing, briefing, analysis, and executive communication skills.
  • Ability to design accessible, equitable, survivor-centered programs and turn complex information into practical recommendations.
  • Strong relationship-building, business development, proposal, and collaborative problem-solving skills.
  • Ability to remain organized and solutions-oriented during extended or rapidly changing disaster operations.
  • Proficiency with Microsoft Office and common project management, and reporting, and CRM platforms.
  • Must have the ability to travel up to 50% for deployment to client sites and work evenings and weekend may be required.
