What you'll do

  • Own the definition and quality of business requirements throughout an engagement
  • Ensure business intent, scope, and success criteria are unambiguous
  • Carry business understanding through to design so developers receive clean, buildable requirements
  • Translate complex healthcare challenges into precise requirements
  • Reason about how requirements become a working design
  • See each requirement as part of a larger system of clients, states, use cases, and data flows
  • Make design choices that hold up across the larger system
  • Lead discovery sessions with client subject matter experts to understand business context, pain points, expected outcomes, and success criteria
  • Translate each use case into clear, testable requirements with success criteria and non-functional requirements
  • Maintain full traceability from business need to requirement
  • Document requirements unambiguously for clients and downstream teams
  • Translate requirements into designs developers can build from, including source-to-target data flow, transformation logic, and business rules
  • Determine the appropriate grain and structure of datasets given the business context
  • Trace how dataset grain decisions affect downstream reports, models, or programs
  • Map dependencies across workstreams, reports, and client use cases before finalizing designs
  • Assess how changes could break or benefit related work
  • Recognize when a design for one client, state, or use case can become a reusable pattern
  • Design toward reuse across clients, states, or use cases
  • Write and execute SQL to analyze and probe data
  • Test assumptions and prototype throughout requirements and design
  • Drive requirements-gathering and clarification conversations with clients
  • Represent client intent throughout the engagement
  • Remain an active point of contact through delivery
  • Translate between business and technical audiences
  • Connect the client and internal team as the central node holding business context and design drivers
  • Act as the client's SME for Solution Architects, Product, QA, Account Management, and Program Management
  • Provide clean hand-offs with context, business rules, and logic needed to execute without rework or reinterpretation
  • Maintain the wider view across a multi-workstream engagement
  • Understand how decisions for one workstream affect others
  • Flag ripple effects before they surface as rework

What they require

  • Bachelor's degree, or equivalent relevant experience
  • 3+ years working in the US healthcare domain and with healthcare data such as claims, provider, membership/eligibility, benefits, prior authorization, or PBM
  • Payer experience required — direct experience working with or for a US health plan, whether in-house or through healthcare consulting
  • Experience with Medicare, Medicaid, or Commercial lines of business
  • Working command of core payer concepts such as membership/enrollment, provider, claims, and authorizations
  • Able to write and execute SQL to explore, probe, and prototype against data
  • SQL is required
  • Experience eliciting and authoring business requirements in complex, data-driven environments
  • Confident client-facing communication
  • Able to drive conversations and elicit requirements clearly
  • Comfort operating with ambiguity and re-prioritizing frequently across a large, multi-workstream engagement
  • Demonstrated systems thinking
  • Track record of designing for reuse and scale across states, clients, or use cases rather than solving each case in isolation
  • Able to trace how a single requirement or data model decision affects other parts of a larger data ecosystem
  • Able to weigh second-order effects when making design trade-offs
  • Preferred: Background that blends business analysis with hands-on data work, such as a Business Analyst or Business Data Analyst role
  • Preferred: Familiarity with HEDIS and Stars quality reporting, risk adjustment, payment integrity, value-based care analytics, provider data management, or CMS interoperability (CMS-0057)
  • Preferred: Working knowledge of data modeling concepts, including how the grain and structure of a dataset shape its downstream use
  • Preferred: Familiarity with Medicaid data or PBM platforms
